No necromancer tunic can be found in Pre-Searing Ascalon, that would be the starting area I am guessing you are speaking of. All classes are lacking a single item from their set, and I believe the tunic is the one for Necromancers. Don't fret though, as these are very minor upgrades and a bit of saving of craft items and money can get you very strong armor upon hitting Post-Searing Ascalon. As well, since armor works differently, no having a chest piece is like missing gloves or any other piece.

I use Collected Necromancer Armor in the endgame now, the collected pieces from Amnoon region (+60armor). Yes there is better armor, for instance Bonelace which has no degrades and same armor but +15 vs. piercing (Arrows) But c'mon everybody uses that!! Besides I like to look unique with my silver collected necro. The Tormentor and Necrotic are cool looking but reduce protection from holy damage, believe me that really sucks sometimes, especially if you want to farm mantle or want to bypass nightmares (Holy damage). But I do use Tormentor when i know I will be farming things who dont do Holy damage, and I need to tank them, and I'll swap to my Ele seconday pro and use earth magic as second 12pointer for the armor (+54).
Other than that I'm usually monk as secondary. (You can swap around in the endgame all you like).

Now if you want to know these locations ahead of time, you will have trouble unless your 20 farming the pieces (Single, no henchies or players for higher drops) and getting to the places (unless your very patient and can deal sneaking around)

Tunic = Right outside entry to Hero's Audience (Bleached Carapaces x 5)

Leggings = Right outside entry to Thirsty River & On the way to Thirsty River after the portal that takes you to the maguuma's dudes... He's by the path in the mountain. (Dune Burrower Jaws x 5) Forgot what the dude by Thirsty river wants.

Gloves = Right outside entry to Augury Rock (Prophets Path) ... (Minataur Horns x 5)

Boots = This one is a tad tricky, directions are these. Head out from Augury Rock into Prophets Path, then keep moving until you see that respawn point shortly after that follow the path to the right, keep to the right and then enter the oasis and follow it all the way left and then when a path to the right comes up, take it he's right in there. Careful though Jades pop up right before him and will murder him if you dont kill them first =). (Jade Mandible x 5)
